Where to Report 

BCB has designated specific Organizational Participants within the organization as UCCMS Participants. A full list of designated individuals is available by contacting office@bowlscanada.com. It is important to note that the UCCMS applies to all Organizational Participants, but not all Organizational Participants are UCCMS Participants and subject to the complaint process under the OSIC. 

Therefore, dependent on the designation of the individual, the reporting procedures and process for a complaint chances.  

An organizational participant refers to all categories of individual members and/or registrants defined in the By-laws of BCB who are subject to the policies of BCB, as well as all people employed by, contracted by, or engaged in activities with, BCB including, but not limited to, employees, contractors, Athletes, coaches, instructors, officials, volunteers, managers, administrators, parents or guardians, spectators, committee members, and Directors and Officers. 

A UCCMS Participant is an Organizational Participant affiliated with BCB who has been a) designated by BCB and b) who has signed the required consent form. UCCMS Participants my include athletes, coaches, officials, athlete support personnel, employees, administrators, or volunteers acting on behalf of, or representing BCB in any capacity. BCB UCCMS Participants are designated, appointed, hired, and/or selected by BCB.

Independent Safe Sport Officer

Bowls Canada has an Independent Safe Sport Officer (ISSO) to serve as an independent third party who will guide you through the complaints process and/or explore other options.  An Independent Safe Sport Officer is empowered to supersede national sport organization staff and launch appropriate policies as required based on evidence or a situation reported.

Bowls Canada has partnered with Sport Dispute Management to serve as BCB’s Independent Safe Sport Officer.  Experienced in discipline and harassment matters, the Bowls Canada Independent Safe Sport Officer provides confidential, expert and objective facilitation of complaints and is an essential part of Bowls Canada’s commitment to Canada’s Safe Sport Movement. Details on how to contact the Independent Safe Sport Officer are contained in the BCB Complaint Submission Form. Any individual may report an incident or complaint in writing to the Independent Safe Sport Officer using this form.

The existence of the Independent Safe Sport Officer does not prevent individuals from contacting Bowls Canada directly with complaints if they are comfortable with the process.

Abuse Free Sport 

The Office of the Sport Integrity Commissioner (OSIC) is responsible to administer the Universal Code of Conduct to Prevent and Address Maltreatment in Sport (UCCMS) using trauma-informed processes that are compassionate, efficient and provide fairness, respect and equity to all parties involved. 

As a new functionally independent division of the SDRCC, the OSIC contributes to the advancement of the UCCMS by: (i) overseeing a complaint intake process; (ii) conducting preliminary assessments and investigations; (iii) maintaining a database of imposed sanctions; and (iv) monitoring compliance by sporting organizations and issuing reports as required.
