Phillip Francis has been a club president (Leaside LBC 4 years 2008 – 2011 ), a board member of the OLBA 8 years (4 years as president 2019 – 2022), and a board member at BCB for 1 year and re-elected to BCB for 3 years in 2023. He was a founding member of the Leaside Sports Hall of Fame in 2012 and a board member from 2012 – 2018. He was awarded a Queen’s Jubilee Medal for Community Service in 2012 for his work with the Leaside LBC. Phillip’s professional career included 6 years of service with the Royal Australian Navy (radio communications), 16 years as a senior administrative officer in Australian Defence establishments, and 2 years as an Executive Officer at Queen Elizabeth 11 Rehabilitation Centre, in Sydney, Australia. During his years of service, Phillip received the Australian Defence Medal (Naval Services 1967-1973) and the Australian Service Medal (with Clasp-Papua New Guinea, 1972-1973).  In 2017, Phillip received the Member of Parliament (Rob Oliphant, MP) Canada Sesquicentennial Citizenship Award. While in Canada, Phillip worked within the telecommunications multi-media environment developing Human Resources policies and practices and directing related HR programs.
